- Provide an understanding of the history of the problem/highlight at least two key historical events/dates/acts, etc. that you will highlight in your paper. Here it is appropriate to talk about the history of the problem/condition as well as the history of the policy response – though in your paper you’ll build on each of those.
· Example: I will talk about the original 1947 School Lunch Act legislation and the changes to it – but beyond that I’ll also talk about what led to the creation of that legislation to begin with – how the Great Depression socialized this US towards safety nets and how many people experienced hunger – opening the door for a policy response. I’ll also talk about the growing role of school as a place where more than education takes place as that shift is important in understanding the history of the current legislation and its school based programs. Beyond that, I will touch on other programs and policies that help hunger but that do not do enough – like WIC, SNAP, etc. I think I also need to talk about the relationship between hunger/being food insecure and obesity as that has shaped current responses. That is Obama era changes.
