What are the key differences between disaster mitigation and disaster preparedness in emergency management? I'm trying to understand how these two concepts work together but serve different purposes in the emergency management cycle.

Mitigation changes the underlying risk or reduces the expected harm from a hazard. Preparedness builds the capability to act effectively when a threat or incident occurs. Both usually involve work before an incident, which is why they are often confused, but their primary decision purposes differ.

A mitigation decision asks: what lasting change can reduce exposure, vulnerability, or consequence? Examples include changing land-use practices, strengthening a facility, protecting a critical lifeline, or reducing a recurring hazard’s impact. A preparedness decision asks: what people, plans, training, information, equipment, or exercises are needed to perform well? Examples include clarifying roles, testing a warning procedure, training staff, or validating a communications plan.

Use the counterfactual test to classify an action. If the action succeeds, does the hazard create less damage even before responders act? That points toward mitigation. If the action primarily improves readiness to make decisions or deliver capabilities during the event, that points toward preparedness. Some projects support both purposes, so a careful analysis should identify the primary outcome and any secondary benefit rather than forcing every action into only one box.
